WHAT'S NEW?

Digitization of Waqf Properties' Ownership establishing Documents at CCF of each SWBs

Kindly keep in mind few things for each Waqf Estate (or simply Waqf):

  • Documents chosen for scanning must be of direct relevance to establish Ownership Right of the Waqf Property to the State Waqf Board, which could be presented as a Proof of Ownership to the Hon'ble Court of Law as the legal Documents, in case the Waqf Property comes under litigation. Some of these documents are: Waqf Deeds, Waqf Registration Forms, Mutation Records, Record of Rights from Revenue Department in case of Rural Properties, Municipal Records/Civic Body Records in case of Urban Properties, Gazette Notification, Waqf Survey Commissioner Report (s), Area Map, Land Use Map, Land Possession Certificate, Encumberance Certificates etc.

    So, WAMSI-DMS System don't want any other document to be scanned and stored unnecessarily, which are anyway available in Physical File in the SWBs and could be accessed whenever required.

  • Metadata Sheet NOT to be scanned. This is for facilitating the Meta Data Entry into BDU as well as to WAMSI On-line Registration Module.

  • Scanned Documents must be properly named as per File Naming Conventions given in the "Good Practices for Pre-Digitization Work" as well as "BDU Usage Guidelines" Documents.

  • Relevant scanned pages from One Document must be in single Digital File (Multi-pages PDF File). So, different Documents must have different File Names as per File Naming Conventions.

  • While Scanning try to use "Gray/Black Colour" with Resolution of about 200 dpi as far as possible unless otherwise warranted (legibility), so as to reduce overall diskspace of the File.

  • Put your SWB Logo Image in the centre of every Page of each Digital File in the background with very low visibility that will be act as Watermark.

  • When the required numbers of Documents (PDFs) for the concerned Waqf Estate, are prepared as indicated above then proceed to use BDU for generating "Dublin Core Structures" (DCSs).

  • When the sufficient numbers of "Dublin Core Structures" (DCSs) are prepared week-wise, then import these DCSs into WAMSI-DMS preferably by Asstt. Developer as per WAMSI-DMS Manual.

SWBs with the help of their Staff are requested to keep organizing their Wakf Properties' Ownership establishing Documents in separate physical folders Wakf Registration-wise and each folder with properly filled-up Metadata Sheet. Meta Data is essential for searching the Documents from Document Management System (DMS). Metadata Format is already given on this website under the "Downloads" hyperlink as well as on Homepage).


WAMSI Systems Application Development & their Regular Enhancements and Maintenance

Credentials (Usernames & Passwords) for web-based WAMSI On-line System Modules are given on request to those SWBs which have completed their CCFs in all respects. SWB must notify the SWB Nodal Officer as well as to identify the SWB Technical Manpower(s) who will look after the operations of CCF and this information is to be shared to NIC-PMU(WAMSI) in writing. Then, NIC-PMU(WAMSI) will discuss the modalities and impart initial telephonic training to the Technical Manpower for the usage of WAMSI On-line System Application. This core group will act as "Trainers for Training" for other Staff/ Officials of SWBs for roll-out of WAMSI Project at SWB level.


Database Status Report (DSR) by WAMSI Nodal Officer and/or Asstt Developer & Data Entry Operator(s)

WAMSI Nodal Officer and/or Asstt Developer & Data Entry Operator(s) deployed are required to fill-up DSR every month completed in all respects (DSR Format is available on this website under the "SWBs Related...." hyperlink) and send an advance scanned copy through Email by last working day of the month (To) nicpmu@wakf.gov.in (Cc) naeem@nic.in, secycwc@wakf.gov.in. Hard Copy may be sent to NIC-PMU(Waqf) by Post at the earliest on the following address:

Monthly Performance Reports (MPRs) of Asstt Developer & Data Entry Operator

Deployed Technical Manpowers are required to fill-up MPRs every month completed in all respects (MPRs Formats are available on this website under the "SWBs Related...." hyperlink) and send an advance scanned copy through Email by 1st working day of succeeding month. Hard Copy may be sent to NIC-PMU(Waqf) by Post at the earliest on the following address:

Status Report by CEOs on establishment of CCF

Ministry of Minority Affairs, GoI, New Delhi (MoMA) is desiring to have regular reviews of the progress of establishment of CCF at each SWB, particularly those SWBs who have received the Grants-in-Aid.

Kindly fill-up and sign the Status Report by CEO (Status Report Format is available on this website under the "SWBs Related...." hyperlink) and send an advance scanned copy through Email regularly. Hard Copy may be sent to NIC-PMU(Wakf) by Speed Post at the end of everymonth till CCF Completed, on the following address:

Broadband Internet Connectivity at CCF of SWBs

BSNL has issued a letter to all its Heads of Telecom Circles to provide Broadband Internet Connectivity to all State Wakf Boards. Letter copy is available on this website under "SWBs Related...." hyperlink. This will be Back-up Connectivity to CCF as per "e-Readiness Guidelines for SWBs". You may chose minimum "BBG Speed Combo 2799" Plan initially. When the load increses in future, you could upgrade the plan.

Don't go for Leased Line and Router. MoMA has already informed all SWBs that this amount is merged with Internet Broadband Budget for recurring expenditure in the years to come but separate UCs alongwith Expenditure Statements & related Bills, are required by MoMA at the end of each FY.

Broadband Telephone Connection must be terminated at Broadband Router/Modem (supplied by BSNL) which has to be placed at CCF Room Only and also the Telephone Instrument at CCF Room for Regular Training purposes by NIC-PMU(WAMSI) New Delhi's Team for hands-on training on various modules of WAMSI Systems.


Guidelines for the Utilization of Grants-in-Aid by SWBs

"e-Readiness Guidelines for SWBs" Document is already sent by MoMA to State Waqf Boards (also available on this website under the "WAMSI Documents" hyperlink), which contains the guidelines for utilization of Grants-in-Aid given by MoMA. Utilization Certificate (UC) as per Stanadard GoI Format should be routed through concerned State/UT Government to MoMA.
